The simplest option for Windows users, is the free version of Video Thumnbails Maker. The user interface is a little eccentric but it gets the job done, although the free version will put its logo on one of the captured frames, but that won't be an issue for caps here. It's the program I use for all my thumbnails though I paid for it to get rid of the logo.
Another option to consider is Media Player Classic which can create thumbnails of a video. A tutorial on how to do so is available on Seven Forums.
